Neglected Displacement Crisis Report 2025 gallery
Sudan is now the world’s most neglected displacement crisis, according to the Norwegian Refugee Council’s 2025 Neglected Displacement Crises report. The findings are a stark reminder that while humanitarian needs continue to rise globally, attention, funding and political action are failing to keep pace.
The annual list of neglected displacement crises is based on four criteria: lack of humanitarian funding, lack of media attention, lack of effective political engagement to end conflict and improve conditions for displaced people, and the scale of displacement.
The Democratic Republic of Congo ranks second on the list, followed by Colombia in third. Yemen and Afghanistan rank fourth and fifth, respectively, while Honduras and Ecuador also feature among the world’s most neglected crises. Cameroon, which topped the 2024 list, ranks eighth this year, while Nigeria and Mozambique complete the top ten.
These shifts do not necessarily reflect improvements in conditions for displaced people. Instead, they point to a growing global trend where protracted crises are receiving less visibility, less funding and diminishing international attention, despite millions of people continuing to flee conflict, violence and insecurity.
